Schools open late after new shooting

by Kevin Chang, Page Editor and Jeremy Hoffman, Page Editor
Classes started late at Blair today after a new shooting prompted police to close major roads, preventing students and staff from arriving on time. Students were kept in the SAC until after the first period bell rang and staff members were posted at exits.

When the period began, approximately a fourth of the teaching staff was in the building. Blair Boulevard was opened to relieve congestion shortly after the 7:17 a.m. bell rang.

Principal Gainous announced at the end of first period that students were still arriving and that passing period would be put off. According to Vice Principal Patricia Hurley, students will not be penalized for arriving late or missing school today. "There were roadblocks all over the county," she said, "use some common sense."

A RideOn bus driver was shot on the top step of his bus at about 6 a.m. in Aspen Hill, immediately raising concerns about the recent string of sniper shootings in the area. He was rushed to Suburban Hospital, where he was listed in critical condition, taken into surgery, and has since died.

Police quickly locked down the Capitol Beltway and other major roads in the area, preventing students and staff from getting to the building. Many school buses were stuck on the Beltway offramp for a half-hour or more; some buses simply gave up and dropped students off at their bus stops again.

Police cars parked on Beltway onramps near Blair and searches of cars leaving the Beltway caused the congestion. According to Social Studies teacher George Vlasits, an "FBI agent was... right outside Blair on the Beltway overpass." Vlasits said that the agent was stopping and searching random cars.

"The traffic is very frustrating," said English teacher Phyllis Fleischaker, "but the situation is serious enough that I'm willing to go with it." Fleischaker, like many other teachers, was forced to park her car on a side street and walk to Blair because traffic on Colesville Road was at a standstill.

"I was coming to school and I saw five teachers outside of their cars talking on Colesville because nothing was moving," said junior Erika Pelz-Butler.

Despite an announcement by vice principal Carole Working that students leaving the building faced a two-week suspension, several students left the school from the BNC hallway. Middle school students were not allowed to board buses leaving for Takoma Park or Eastern middle schools.

At 8:06 a.m., after about 40 minutes of down time in the halls, students were sent to class though only about half of Blair's teachers had arrived. First period was extended to 9:38 to allow for late buses and drop-offs.

Not all students made it to school. Senior Noah Teske got on his bus this morning, but ended up returning home. "The driver had gotten stuck on New Hampshire before picking us up," Teske said. "We were heading on Colesville Road waiting to go up the hill, but traffic was stopped, so we turned on Sligo and went home."

Senior Josh Packman fared no better. "I tried to get to school, but my mother and I spent about a half hour in traffic on Connecticut Ave. After that, we decided to come home and spent another hour on Beach Drive trying to avoid Rockville Pike," he recounted. "I'm just glad to be home!"

Earlier in the day, MCPS was considering delaying opening times or closing schools entirely, but eventually decided against it. The following announcement was available on the MCPS website, www.mcps.k12.md.us:

All Montgomery County Public Schools are open this morning, Tuesday, October 22, with obvious difficulties associated with traffic congestion in the area of the ongoing police investigation. Every effort is being made to provide normal transportation to schools, to provide assistance where necessary, and to assess ongoing developments in conjunction with law enforcement authorities.

Blair administration did not know whether school will be held tomorrow. "The superintendent's office makes that decision," Hurley said.

Principal Phillip Gainous appeared on Channel 7 news at 8:50 this morning. Speaking with a reporter in front of the Colesville Road entrance, Gainous explained that the school was starting first period now, and that they would try to have a normal school day under Code Blue procedures.

Gainous described the reaction of students as they waited on the first floor. He said that some asked whether or not classes would be held, whether school would be cancelled, and whether arriving late would count against them. He said that overall they were well-behaved and cooperative.

Gainous told adults that they needed to present a strong face to students to avoid pressing their anxiety onto the children.

Gainous said that, although normally students would go to the portables accompanied by security staff, the portables would not be used today because they aren't heated.

Gainous said he was slightly frustrated by the fact that MCPS did not make an official announcement or decision until about 8:30. He forgave them, saying, "They were probably stuck in traffic too." There is no word yet whether school will be held tomorrow.

I can't get to school! There are 3 roadblocks between my house and Blair. Will this be an excused absence??
  • question on October 22, 2002
wouldn't it have been better if school was just canceled all-together?

hey...um...our bus never came, and my brother got stuck trying to drive me to school so WE'RE NOT AT SCHOOL! should we be?
  • me!! on October 22, 2002
um, yea sure!! not going to school will be safe!! maybe we can take the ride on home!!! hello?!?!?!?!? if we sent people home now, we are risking someone to get shot!!! and if someone does from our high school, guess who is blamed??? MCPS!!!!! so we would be better off staying at school for the rest of our day until 2:10 (or 3:00) think about it!!

Excellent and timely story. Well done. As a parent, I found this reporting to be very helpful. Thanks.

Blair started late b/c of traffic problems preventing teachers from arriving. Did the rest of the county encounter problems? What if students were late due to traffic? Where are the classes that are regularly in portables being held?

i wonder how many teachers are absent... i couldn't go to school either... must be an echo on Blair Boulevard.

I was stuck on a bus on Colesville road for over an hour. How are we going to get home? I think it is unpredictable when these road blocks will truly disappear. Also, I saw a FBI agent next to the school. What's up with that? It would have been better to hold up school until tomorrow.

I didn't get to school either. I really hope they catch this creep soon.
But I want to say a big congratulations for Silver Chips! I was looking on a few other school's websites and newspapers and I didn't see anything that had to do with the sniper updates.
Another story out for Blair in amazing time. Way to go Kevin, Jeremy, Izaak, and everyone else.

they cant cancel school if half of the students are already here and on top of that if they had sent us home there would be even more traffic..it was smart not to send us home..otherwise..the absence will be excused Catt. i didnt see you at lunch!!! but yea..took me 2hrs to get here..

I had several road blocks between my house and the school because I live right by where the shooting happened. I was stuck on Arcola for an hour and a half and in total the drive was 2 and a half hours. That's more than 7 times my usual commute time. Someone else in my class was in the car for 3 and a half hours. I think if we could get to school, most kids who drive or walk should have made the effort to get here.

Obviously if you had a bus and weren't sure if it was coming or your parents couldn't afford the time to take you, well that's another thing all together.

The worst thing was My bus got stuck for 40 minutes on the exit ramp of the beltway. So I was sitting their looking at the shcool saying darn I could walk thier but I'm stuck on a stupid bus. Oh well.

I didn't go to school today because I am sick. But from what I have been hearing, there must be total chaos! Just to let everyone know, At about 10:45, I was watching the news and channel 7 did an entire thing on our school! Hang in there Blazers!!

After my bus didn't show up, the people at my bus stop dispersed and I called Blair from my house. They basically said don't come if you don't feel safe, so I'm not in school either. I think the county really dropped the ball on this one, if they were willing to cancel out two-hour delay on Thursday because they didn't want students walking/publicly bussing to schools (or was that Blair's decision?) how can they tell us to come to school today when some busses aren't even here!? People were walking in the streets to Blair from their parents' cars because they traffic was so bad! How's that for a safety hazard? They should have at least cancelled school for middle and elementary schoolers, like last year when they cancelled because of ice, but HS was already in session.
  • Mr. Sergio on October 22, 2002
I think the school should have taken the people on the bus who were coming to school and turn the bus around and go home. Students already in school should have gone home to. I hope nothing happen if somthing happen there should be no walk home.
  • Clare (View Email) on October 22, 2002
I had to walk to school today due to the extreme traffic. And i hear that they might cancel school tomorrow. Believe me, i don't mind missing school, but i think that we should anyway, how can we continue to try to act "normal" if they cancel school because they're afraid for our safety. Wouldn't that sort of egg this guy on?

"Gainous said that, although normally students would go to the portables accompanied by security staff, the portables would not be used today because they aren't heated."

Seriously, I don't feel comfortable being in school having all of this sniper attacks going on outside of our school. It would be better having all the students stay home with their families, knowing that everyone is safe and sound. I woke up late this morning, so I missed my school bus. I woke up at 6:50am and got dressed and left at 7:15. I went to the nearest MetroBus stop and saw all of the streets closed and was with heavy traffic. I walked back home and asked my next door neighbor to drive me to school. His family all got in the car and drove me there. I live only 1.3 miles away from Blair and that ride was over one hour long. My neighbors said that school should have been canceled today because this is terrible. I agree. This sniper is very, very *DISRESPECTFUL.* He is a crazy man going around shooting inncent people, esp. children. He is causing all these troubles. It is really cold outside and people have to walk to school? That's CRAZY! We have to do something big to him. 10 people died already and this is the twelve attack.
  • lena on October 22, 2002
What might also "egg" this dude on is if we just see as a minor threat and try to continue life as if nothing is happening.
  • sean on October 22, 2002
If they close school tomorrow, when will they reopen? By closing tomorrow, MCPS will be saying that it is unsafe to go to school until the sniper is caught. Unless the sniper is caught tomorrow, going to school Thursday will be no safer than going to school Wednesday.
  • KC Costanzo (View Email) on October 22, 2002
Schools will open on time with code blue restrictions according to the MCPS site.
  • Shola (View Email) on October 22, 2002
why do we have school tomorrow? i mean thats complete..BS!!!!
  • Peter M. Newman (View Email) on October 22, 2002
I feel that they should close schools until things some what get back to normal. I feel this way because many parents are keeping there children out of school causing them to lose credit for work. Most of my friends say that they want to come to school but there parents are forcing them to stay home. So I feel that until things clear up wit the s we should be allowed to stay out of school.

Yo wuzzup Blazers.... i just say they cancel skool cuz wut is da point if people are more worried about da sniper then they are about ther skool work...cuz if a kid gets shot again after one already got shot then there would be 2 wounded or even dead kid becuz of sumthin dat could of easily been avoided..we cant act like we aint scared cuz no matter how brave u might be to try and dust it off ...u aint brave enough to stop a bullet....lets thinks smart...holla skooby

What is up with a two week suspension for leaving school. If people want to take that risk, especially when nothing is happening here a school, why shouldn't they. A two week suspension is too harsh for this "infraction". Can we please save these long suspensions for drug trafficing and weapons possesion.
  • lazy on October 23, 2002
I seriously think that school should have been canceled and should be canceled for at least 2 days because it is very dangerous for the childern. As a mother i am of one of the students in blair my child will not be entering school for these days. I also have an opinon on this sniper he is very dangerous and its not right that the students need to be fearing there life as they are on there way to school.

i can understand why they had the roads block. my dad was taking me to skool that day, and we were stopped at the light on southwood and nobody could go ANYWHERE. we took a u-turn, went through some back roads, and my dad had to park at McDonald's and walk me across the street, where there was a policecar in the middle of the street blocking the way along with those flame thingies. then as soon as i got to the school, i was ushered to the sac where i almost immediatly found two of my buddies, and we snagged a table at the back and proceeded to rant and rave about how much we wanted to hurt the sniper, etc. and that is my story.
